Gracias a la inclusión del testimonio heraclíteo, resulta posible rastrear la presunta consolidación de la tesis sobre los nombres primarios y los secundarios como el eje de la separación entre dos planos de realidad (uno estable y uno móvil) (...) y de la teoría de las Ideas -es decir, como la base de la epistemología platónica presente en los diálogos de madurez-. The article seeks to trace the image Plato has of Heraclitus and connect it with the argumentative structure of the Cratylus in order to understand the textual needs that give rise to the doctrine of perpetual flux, that is, the discussion regarding the correctness (ὀρθότης) of names. The inclusion of Heraclitus's testimony makes it possible to trace the alleged consolidation of the thesis regarding primary and secondary names as the axis of separation between two levels of reality (one stable, the other, changing) and the theory of Ideas -that is, as the basis of Plato's epistemology as set forth in the late dialogues-. In this research work a novel two-step system for anomaly detection is presented and tested over several real datasets. In the first step the novel Exploratory Projection Pursuit, Beta Hebbian Learning algorithm, is applied over each dataset, either to reduce the dimensionality of the original dataset or to face nonlinear datasets by generating a new subspace of the original dataset with lower, or even higher, dimensionality selecting the right activation function. Finally, in the second step Principal Component Analysis anomaly detection (...) is applied to the new subspace to detect the anomalies and improve its classification capabilities. This new approach has been tested over several different real datasets, in terms of number of variables, number of samples and number of anomalies. In almost all cases, the novel approach obtained better results in terms of area under the curve with similar standard deviation values. In case of computational cost, this improvement is only remarkable when complexity of the dataset in terms of number of variables is high. (shrink)

After World War II, infant mortality rates started dropping steeply. We show how this was accomplished in socialist countries in East-Central Europe. Focusing on the two postwar decades, we explore comparatively how medical experts in Poland, Hungary, Czechoslovakia, and East Germany saved fragile newborns. Based on an analysis of medical journals, we argue that the Soviet Union and its medical practices had only a marginal influence; the four countries followed the recommendations of the World Health Organization instead, despite not being (...) members. Importantly, we analyze the expert clashes over definitions of livebirth, which impact infant mortality statistics. We analyze the divergent practices and negotiations between countries: since the infant mortality rate came to represent the level of socioeconomic advancement, its political significance was paramount. Analyzing the struggle to reduce infant mortality thus helps us understand how socialist countries positioned themselves within the transnational framework while being members of the “socialist bloc.”. Optimization, in general, is regarded as the process of finding optimal values for the variables of a given problem in order to minimize or maximize one or more objective function(s). Brain storm optimization (BSO) algorithm solves a complex optimization problem by mimicking the human idea generating process, in which a group of people solves a problem together. The aim of this paper is to present hybrid BSO algorithm solutions in the past 5 years. This study could be divided into two (...) parts: strategies and applications. In the first part, different strategies for the hybrid BSO algorithms intended to improve the various ability of the original BSO algorithm are displayed. The Principle of Context and the Principle of Compositionality only conflict when they are construed as claims about the origin of meanings. I will clarify this point by means of an historical survey into the treatment that PCtxt receives in Frege's Grundlagen and in Wittgenstein's Tractatus. I will argue that Frege actually introduces non-equivalent formulations of PCtxt generating an unstable notion of meaning when related with PCmp. The Tractatus solves this imbalance by assuming both the contextuality and the compositionality at (...) the very core of the notion of meaning, thus by ruling out the claim of two separated —sensitive to collision— principles. My thesis is that in the stage of development of the Tractatus, Wittgenstein found a way to meet and fit together the tensions between PCtxt and PCmp emerging in Frege´s philosophy of language and detected by latter commentators. Many individuals with disabling conditions have difficulty with gait and balance control that may result in a fall. Exoskeletons are becoming an increasingly popular technology to aid in walking. Despite being a significant aid in increasing mobility, little attention has been paid to exoskeleton features to mitigate falls. To develop improved exoskeleton stability, quantitative information regarding how a user reacts to postural challenges while wearing the exoskeleton is needed. Assessing the unique responses of individuals to postural perturbations while wearing an (...) exoskeleton provides critical information necessary to effectively accommodate a variety of individual response patterns. This report provides kinematic and neuromuscular data obtained from seven healthy, college-aged individuals during posterior support surface translations with and without wearing a lower limb exoskeleton. A 2-min, static baseline standing trial was also obtained. Outcome measures included a variety of 0 dimensional measures such as center of pressure RMS, peak amplitude, velocities, pathlength, and electromyographic RMS, and peak amplitudes. These measures were obtained during epochs associated with the response to the perturbations: baseline, response, and recovery. T-tests were used to explore potential statistical differences between the exoskeleton and no exoskeleton conditions. Time series waveforms of the COP and EMG data were also analyzed. Statistical parametric mapping was used to evaluate the 1D COP and EMG waveforms obtained during the epochs with and without wearing the exoskeleton. The results indicated that during quiet stance, COP velocity was increased while wearing the exoskeleton, but the magnitude of sway was unchanged. The OD COP measures revealed that wearing the exoskeleton significantly reduced the sway magnitude and velocity in response to the perturbations. There were no systematic effects of wearing the exoskeleton on EMG. SPM analysis revealed that there was a range of individual responses; both behaviorally and among neuromuscular activation patterns. Using both the OD and 1D measures provided a more comprehensive representation of how wearing the exoskeleton impacts the responses to posterior perturbations. This study supports a growing body of evidence that exoskeletons must be personalized to meet the specific capabilities and needs of each individual end-user. (shrink)

La convicción de que los fenómenos y procesos naturales podían ser representados en un espacio físico regido por la geometría euclídea actuó en la ciencia clásica como supuesto epistemológico fundamental de la creación teórica. La posibilidad de un análisis matemático del continuo garantizaba, en efecto, una descripción intuitiva y pictórica de las trayectorias de los móviles estudiadas por la dinámica, así como una determinación precisa de los efectos producidos en el seno de las relaciones causales. Fueron convicciones y supuestos que (...) tuvieron que ser revisados en el momento en que el cuanto de acción de Planck obligó a desarrollar una nueva... física de los sistemas atómicos. Las consecuencias, no obstante, se dejarían sentir no sólo en el ámbito de la Física sino en todas aquellas regiones de la ciencia natural, como la Biología, que tenían que construirse bajo la cobertura conceptual de la naciente mecánica. El presente trabajo es una reflexión sobre los problemas filosóficos planteados en el encuentro entre la física del átomo y la química de las moléculas. The certainty that natural phenomena and processes could be represented in a physical space ruled by Euclidean geometry was a fundamental epistemological assumption of theoretical creation in classical science. The possibility of a mathematical analysis of the continuum ensured an intuitive, pictorial description of mobile trajectories as studied in dynamics, as well as a precise determination of the effects generated within causal relations. These convictions and assumptions had to be reviewed when the Plank action quantum forced the development of a new physics of atomic systems. Consequences, nevertheless, transcended the scope of Physics and... extended to all regions of natural science, including Biology, which had to be built under the conceptual coverage of the nascent mechanics. The present work is a reflection on the philosophical problems posed by the encounter of physics of atoms and chemistry of molecules. (shrink)

La riqueza intelectual de la obra en mención indujo la investigación analítica, de la cual da cuenta este documento, según la siguiente pregunta de investigación: ¿Cuáles son los rasgos (...) epistemológicos predominantes en las tesis filosóficas y sociológicas de José Eusebio Caro, en su obra póstuma inconclusa intitulada Mecánica social o teoría del movimiento humano, considerado en su naturaleza, en sus efectos y en sus causas? El estudio en torno a esta obra se concentra en precisar aspectos epistemológicos de una propuesta que comparte honores con el positivismo y con el surgimiento de la teoría social cuyas tesis dan paso al surgimiento de la sociología. Esto, en un particular siglo caracterizado por la búsqueda de la originalidad ideológica y política del continente americano, que esperaba resurgir lejos de la dominación española y cerca de los teóricos franceses y de los desarrollos ideológicos de Inglaterra. Resumen. La presente investigación busca diseñar un modelo estratégico de formación de servidores públicos que propicie el crecimiento personal y profesional, encaminado al servicio civil de carrera. Apoyándose en criterios, conceptos y estrategias propios de Administración del Capital Humano, y Aprendizaje Organizacional aplicándolas al contexto de la Administración Pública Estatal. Para alcanzar este propósito se realizó un diagnóstico con beneficios claros, que dan la oportunidad de pensar y dialogar sobre la estrategia, los objetivos, las personas y el futuro de la (...) Administración Pública Estatal Sinaloense desde una perspectiva del conocimiento. El trabajo de campo se realizó con personal que presta sus servicios en entidades y dependencias administrativas públicas pertenecientes al Poder Ejecutivo del Gobierno del Estado de Sinaloa. A través de un cuestionario, con una muestra de 400 individuos. Se han obtenido 29 indicadores cuyos valores reflejan donde reside el valor del Capital Humano. Así como una puntuación total alcanzada de 104 puntos, advirtiéndose que en el área de gestión del conocimiento, es necesario hacer “algo” para que esta administración, sea considerada como una organización que aprende en toda regla y que realiza una gestión del conocimiento de forma óptima y eficaz. The present research pretends to design a strategic model to train public servants to help to develop both professional and personal growth, headed to civil service as a profession. Based on criteria, concepts and strategies from Human Capital Administration and Organizational Learning, applying these to the State Public Administration’s context. To achieve this goal, a diagnose took place with clear benefits, that give, to us all, the chance to think and discuss about strategies, objectives, people and future of the Sinaloa State Public Administration from a knowledge perspective. Fieldworkwas done by personnel that serve in administrative public entities and organizations that are part of the Executive Power of the Sinaloa State Government. Through a questionnaire, with a sample of 400 individuals, there was a result of 29 indicators, and its values reflect where the importance of the Executive Power of the Sinaloa State Government lies, as well as a reached total score of 104 points. Noting that in the knowledge promotion area it is necessary to do something so this administration would be considered an organization that learns with every rule and performs a knowledge management in an optimum and efficient way. In this study, a hybrid model based on intelligent techniques is developed to predict the active power generated in a bioclimatic house by a low power wind turbine. Contrary to other researches that predict the generated power taking into account the speed and the direction of the wind, the model developed in this paper only uses the speed of the wind, measured mainly in a weather station from the government meteorological agency (MeteoGalicia). The wind speed is measured at different heights, (...) against the usual measurements in others researches, which uses the wind speed and the direction measured in a weather station on the wind turbine nacelle. The prediction is performed 30 minutes ahead, what ensures that the Building Management System knows the energy generated by the low power wind turbine 30 minutes before, and it can adapt the consumption of different equipment in the house to optimize the power use. The main objective is to allow the Building Management System to optimize the uses of energy, taking into account the predicted amount of energy that will be produced and the energy consumed in the house. The developed model uses a hybrid topology with four clusters to improve the prediction, achieving an error lower than 6.5% for Mean Absolute Error measured in a final test. To perform this test, part of the original dataset was isolated from the beginning of the training process to check the model with a dataset that is not used before, simulating the model as it is receiving new data. Para analizar el debate entre dos pensadores considerados marxistas, este texto propone situarlos dentro de una tradición filosófica representada por José Ortega y Gasset. Esta tradición recogía de manera original debates filosóficos internacionales y sólo desde la misma puede comprenderse la propuesta de acabar con las Facultades de Filosofía defendida en 1968 por Manuel Sacristán y contestada por Gustavo Bueno. La reconstrucción de dicho debate rescata una reflexión sobre la filosofía, de procedencia orteguiana, que permite respuestas originales al problema de (...) la autonomía de la filosofía y al de la relación con otros saberes. Esa reflexión fue actualizada críticamente en el debate entre ambos autores, aunque hasta ahora ha pasado relativamente desapercibida. (shrink)

Resumen. La presente investigación ofrece la oportunidad de pensar y dialogar sobre la estrategia, los objetivos, las personas y el futuro de la gestión municipal del H. Ayuntamiento de Navolato desde una perspectiva del conocimiento. Se trata pues de averiguar qué características deben cumplir esos recursos para adquirir un carácter estratégico. La información se obtuvo mediante una encuesta semiestructurada, aplicada a 181 individuos. Los datos recabados fueron objeto, en un principio, de dos tipos de tabulaciones. En algunos casos sólo se (...) efectúo una tabulación simple, que consistió en el conteo de una sola variable; en otros casos la tabulación fue cruzada contando dos o más variables de forma simultánea. Para el análisis de los datos se utilizó el programa de tratamiento de datos estadísticos SPSS versión 12 para Windows, que facilitó el tratamiento inferencial de los datos extraídos de la muestra seleccionada. El análisis de los resultados muestra que el Ayuntamiento presenta perfiles favorables para una gestión del conocimiento, óptima y eficaz, al alcanzar una puntuación total de 115, contando con una fortaleza estructural interna. Se concluye que las administraciones públicas no son ajenas a la sociedad del conocimiento, se están acomodando a estas nuevas exigencias, mejorando sus procesos para satisfacer las nuevas necesidades de los ciudadanos. Redefiniendo la función pública y el servicio público, a través de la búsqueda de mecanismos para conocer y medir el valor de la gestión del conocimiento, y así poder llevar a cabo una gestión eficiente y eficaz de estos recursos.Palabras Claves. This research provides an opportunity to think and discuss the strategy, goals, people and future of municipal management of Navolato City knowledge perspective. It is about finding out what characteristics should meet those resources to acquire a strategic nature. The information was obtained through a semistructured survey applied to 181 individuals. The data collected were subjected, in principle, two types of tabs. In some cases only made a simple tabulation, which consisted of a single variable count, in other cases the cross tabulation was counting two or more variables simultaneously. For data analysis software was used for statistical data processing SPSS version 12 for Windows, which facilitated inferential treatment of the extracted data from the selected sample. The analysis of the results shows that the City has profiles favorable for knowledge management, optimal and efficient, to achieve a total score of 115, relying on internal structural strength. We conclude that public administrations are not foreign to the knowledge society, are arranging to these new demands by improving their processes to satisfy the new needs of citizens. Redefining the civil and public service, through the search for mechanisms to analyze and measure the value of knowledge management, and therefore be able to carry out a efficient and effective management of these resources.Keywords. How precisely to understand and evaluate counterfactuals can be an intricate issue. The aim of this article is to examine a new set of difficulties for evaluating counterfactuals that arise in the context of the dynamical spacetimes described by the theory of general relativity (GR). The initial value formulation provides us with a methodology to pin down the specific combination of features of the theory at the origin of the difficulties, namely, non-linearity and certain non-local aspects (typically captured by ellipticity (...) at the analytical level), in particular when combined with the global and/or quasi-local character of physical quantities in GR. Finally, we connect the philosophical question about counterfactuals with concrete applied physical issues in GR about extracting meaningful predictions by constructing appropriate initial data sets, leading us to question the very suitability of the Cauchy approach to fully account for the explanatory power of the theory. Frames and framing make one dimension of a decision problem particularly salient. In the simplest case, framesprimeresponses (as in, e.g., the Asian disease paradigm, where the gain frame primes risk-aversion and the loss frame primes risk-seeking). But in more complicated situations frames can function reflectively, by making salient particular reason-giving aspects of a thing, outcome, or action. For Shakespeare's Macbeth, for example, his feudal commitments are salient in one frame, while downplayed in another in favor of his personal ambition. The (...) role of frames in reasoning can give rise torational framing effects. Macbeth can prefer fulfilling his feudal duty to murdering the king, while also preferring bravely taking the throne to fulfilling his feudal duty, knowing full well that bravely taking the throne just is murdering the king. Such patterns ofquasi-cyclicalpreferences can be correct and appropriate from the normative perspective of how one ought to reason. The paper explores three less dramatic types of rational framing effects: (1) Consciously framing and reframing long-term goals and short-term temptations can be important tools for self-control. (2) In the prototypical social interactions modeled by game theory, allowing for rational framing effects solves longstanding problems, such as the equilibrium selection problem and explaining the appeal of non-equilibrium solutions (e.g., the cooperative solution in the Prisoner's Dilemma). (3) Processes for resolving interpersonal conflicts and breaking discursive deadlock, because they involve internalizing multiple and incompatible ways of framing actions and outcomes, in effect create rational framing effects. In this paper we argue for a naturalistic solution to some of the methodological controversies in regulatory science, on the basis of two case studies: toxicology and health claim regulation. We analyze the debates related to the scientific evidence that is considered necessary for regulatory decision making in each of those two fields, with a particular attention to the interactions between scientific and regulatory aspects. This analysis allows us to identify two general stances in the debate: a) one that argues (...) for more permissive standards of evidence and for methodological pluralism, and b) an opposing one that not only defends strict evidence requirements but also stipulates the use of one particular scientific methodologies for data generation. We argue that the real-world outcomes produced by alternative regulatory options are a vital piece of information that allows for the empirical assessment of these two stances. In particular, this information on outcomes makes it possible to analyze which standards of evidence and scientific methods generate the most useful knowledge as input for regulatory decision making. Our conclusion is that instead of an a priori selection of methodologies and standards, such decisions ought to be based on empirical evidence related to real-world outcomes. (shrink)

Así se propone que Ortega produce innovaciones en la concepción de las carreras en filosofía, en cómo las ideas de articulan en contextos locales, en la visión de la temporalidad de la filosofía y en la visión (...) crítica de la escolástica.: This paper analyzes Ortega's contributions to the sociology of philosophy. It begins by explaining the historical circumstances in which our author wrote. Subsequently, his innovations are presented in relation to problems dealt with by Althusser, Skinner, Collins, or Bourdieu. Thus, it is proposed that Ortega produces innovations in the conception of careers in philosophy, in how ideas are articulated in local contexts, in the vision of the temporality of philosophy and in the critical vision of scholasticism. The relationship between social and financial performance (CSP – FP) has been a main objective in the literature on business management, as it would provide an economic justification for the social investment insofar as it contributes to the creation of value. This relationship has been empirically tested by several authors though without using a theoretical model that sustains this relationship. The aim of this article is to propose a theoretical model of the process of the creation of value from the (...) reputation generated by companies, integrating the factors that have been shown to be more relevant in this process from previous research, in such a way that hypotheses are put forward regarding the existence of this relationship and the factors that determine it. Philosophers have often argued that ascriptions of content are appropriate only to the personal level states of folk psychology. Against this, this paper defends the view that the familiar propositional attitudes and states defined over them are part of a larger set of cognitive proceses that do not make constitutive reference to concept possession. It does this by showing that states with nonconceptual content exist both in perceptual experience and in subpersonal information-processing systems. What makes these states content-involving is their (...) satisfaction of certain basic conditions deriving from a general account of representation-driven behaviour that is neutral on the question of concept possession. It is also argued that creatures can be in states with nonconceptual content even though they possess no conceptual abilities at all. (shrink)

The relevance of scientific knowledge for science and technology policy and regulation has led to a growing debate about the role of values. This article contributes to the clarification of what specific functions cognitive and noncognitive values adopt in knowledge generation and decisions, and what consequences the operation of values has for policy making and regulation. For our analysis, we differentiate between three different types of decision approaches, each of which shows a particular constellation of cognitive and noncognitive values. Our (...) objectives are to present a structured analysis of the varying functions that different kinds of values can adopt, as well as the value-related tensions and trade-offs they give rise to. We argue that the operation of noncognitive values in scientific knowledge generation, policy, and regulatory decision making can be understood as an enabling factor, rather than a limiting one. El presente texto se propone explicitar desde una perspectiva fenomenológica cómo tiene lugar esta particular mezcla de percepción y fantasía. Para que esta experiencia no se confunda con una alucinación o simple simulación, se plantea como hipótesis que el juego se puede analizar como una modalidad particular de la (...) fantasía perceptiva en el modo del «como si», en la que, sobre la base de una aprehensión perceptiva, que se presenta neutralizada, se abre el mundo de fantasía que se despliega en el juego. Bajo este hilo conductor el texto se organiza en tres momentos: primero, descripción general de la conciencia de fantasía; segundo, análisis de la fantasía perceptiva en la experiencia del teatro; y finalmente, descripción de la especificidad de esta modalidad de la conciencia de fantasía, denominada fantasía perceptiva, en la estructura intencional propia del juego en los niños. Partiendo de la comprensión de Heidegger en torno a los pensadores del inicio desplegada en los cuatros cursos de principios de los años cuarenta del siglo XX, querríamos mostrar la lectura de Heidegger de los pensadores del inicio en contraste con la de Gadamer en torno a los «presocráticos» mostrada en El inicio de la Filosofía occidental. Estudiaremos para ello la palabra Anfang en uno y otro autor contextualizando sus aproximaciones hermenéuticas a los textos griegos. Finalmente prestaremos atención a la (...) interpretación del poema de Parménides de Elea en El Inicio de la Filosofía occidental. Además de una diversa comprensión del final de la filosofía y la tarea del pensar, se nos irá revelando cómo Heidegger despliega indicaciones en torno a la articulación del pensar y la palabra en los pensadores del inicio, mientras Gadamer hace referencias al «valor poético» del poema de Parménides. Tras recorrer los diversos fragmentos transmitidos del poema, concluiremos señalando cómo la cuestión del ser y la verdad interpretada por Gadamer en Parménides remite a la pregunta por el carácter unitario —o al problema del continuo— de la presencia o aparecer que dice «ser», henologicamiente incomprensible sin atender a los cruces ἀλήθεια y φύσις. Essays on the role of the body in self-consciousness, showing that full-fledged, linguistic self-consciousness is built on a rich foundation of primitive, nonconceptual self-consciousness. These essays explore how the rich and sophisticated forms of self-consciousness with which we are most familiar—as philosophers, psychologists, and as ordinary, reflective individuals—depend on a complex underpinning that has been largely invisible to students of the self and self-consciousness. José Luis Bermúdez, extending the insights of his groundbreaking 1998 book, The Paradox of Self-Consciousness, argues (...) that full-fledged, linguistic self-consciousness is built on a rich foundation of primitive, nonconceptual self-consciousness, and that these more primitive forms of self-consciousness persist in ways that frame self-conscious thought. They extend throughout the animal kingdom, and some are present in newborn human infants. Bermúdez makes the case that these primitive forms of self-awareness can indeed be described as forms of self-consciousness, arguing that they share certain structural and epistemological features with full-fledged, linguistic self-consciousness. He offers accounts of certain important classes of states of nonconceptual content, including the self-specifying dimension of visual perception and the content of bodily awareness, considering how they represent the self. And he explores the general role of nonconceptual self-consciousness in our cognitive and affective lives, examining in several essays the relation between nonconceptual awareness of our bodies and what has been called our “sense of ownership” for our own bodies. A hemi-implicative lattice is an algebra \((A,\wedge,\vee,\rightarrow,1)\) of type (2, 2, 2, 0) such that \((A,\wedge,\vee,1)\) is a lattice with top and for every \(a,b\in A\), \(a\rightarrow a = 1\) and \(a\wedge (a\rightarrow b) \le b\). A new variety of hemi-implicative lattices, here named sub-Hilbert lattices, containing both the variety generated by the \(\{\wedge,\vee,\rightarrow,1\}\) -reducts of subresiduated lattices and that of Hilbert lattices as proper subvarieties is defined. It is shown that any sub-Hilbert lattice is determined (up to isomorphism) by (...) a triple (_L_, _D_, _S_) which satisfies the following conditions: _L_ is a bounded distributive lattice, _D_ is a sublattice of _L_ containing 0, 1 such that for each \(a, b \in L\) there is an element \(c \in D\) with the property that for all \(d \in D\), \(a \wedge d \le b\) if and only if \(d \le c\) (we write \(a \rightarrow _D b\) for the element _c_), and _S_ is a non void subset of _L_ such that _S_ is closed under \(\rightarrow _D\) and _S_, with its inherited order, is itself a lattice. This article answer what could be the distinction that the Stoics established between philosophy and the kata philosophian logos, according to the report by D.L., VII, 39-41. In this place I distance from the scholars who consider that the distinction is ontological, this is, that the kata philosophian logos refers to the discursive presentation of Stoic dogmas, whose nature is incorporeal, while the philosophy refers to a disposition of the soul, whose nature is corporeal. I rather propose that both are (...) dispositiones or states of the rational part of the soul and that the difference is in the degree of perfection that they have accomplished. (shrink)

Are philosophy and literature allies or enemies in Jorge Luis Borges's fictions? In this paper, I argue that Borges can satisfy membership in the allies camp because his fictions provide the imaginative scenarios the allies believe are so necessary to this coalition; however, because his stories question philosophy's hold on reality, they can also seem to fall into the enemies camp by countervailing any claim philosophy has on reality and truth; although, ultimately, the manner in which Borges forges an (...) alliance between philosophy and literature will be for reasons not traditionally accepted by those in either the allies or enemies camps.
